French President Emmanuel Macron has warned that the Russian hybrid threat against France and other European countries has intensified in recent weeks, raising concerns about the security of critical infrastructure and Europe’s continued support for Ukraine.
Speaking in Paris on September 18, Macron said Russia had increased activities involving what European governments describe as hybrid attacks. These can include cyberattacks, drone operations, sabotage, disinformation and other actions designed to create disruption without a conventional military confrontation.
Macron said France had experienced Russian hybrid attacks in recent weeks and announced that his government would prepare a plan to strengthen the protection of critical infrastructure. Sensitive defence and technology sites will receive particular attention, with authorities focusing on possible drone and cyber threats.
The French president also referred to several recent incidents in Europe, including an attempted drone attack at Leipzig airport in Germany and other reported security incidents. Germany has attributed the Leipzig incident to Russia, while Moscow has denied involvement in hybrid attacks against European countries.
Macron said the purpose of such activities was, in his assessment, to intimidate European countries and weaken their support for Ukraine. He said France would continue working with European partners to address the changing security environment.
The warning comes as European governments increase efforts to protect infrastructure and improve their ability to respond to cyber and drone threats. Macron also plans to convene a G7 meeting focused on energy security and cooperation.
The latest statements underline growing concern in Europe that modern conflicts increasingly extend beyond traditional battlefields, involving technology, infrastructure and information systems.
